Biography
Ander Oquillas has been international AVSEC coordinator for the Spanish civil aviation authority (AESA) since July 2024. In this capacity, Ander contributes to defining the CAA’s international strategy with regard to aviation security; ensures consistency of Spanish participation across international fora; and represents Spain in several international venues, such as the Aviation Security Regulatory Committee of the European Union and various ICAO and ECAC working groups. He also leads and coordinates strategic, cross-sectional projects within the Spanish CAA.
Before this, Ander worked for the ICAO Secretariat in Montreal as a technical officer in the Aviation Security Policy Section. He was involved in work related to air cargo security and the assessment of threats and risks to aviation security, including coordination of the third edition of the International Civil Aviation Organization (ICAO) Risk Assessment Manual for Civil Aircraft Operations over or near Conflict Zones (Doc 10084).
Prior to joining ICAO, Mr Oquillas worked for the Spanish civil aviation authority as head of the Air Cargo Security and Risks Service, where he led the set-up of the Spanish ACC3 programme and the National Aviation Security Risk Management Framework.
Ander is also a national aviation security inspector, a certified aviation security auditor for ICAO’s USAP-CMA programme, and a European Commission aviation security inspector.
As the deputy chair of ECAC’s Security Forum, Ander works for a robust international aviation security framework that is flexible and commensurate with existing risk.

Biography
Océane Benfodda has been international cooperation officer in the French Security Department of the Civil Aviation Safety Directorate (DSAC SUR, oversight directorate) since 2019. Her responsibilities include serving as the official DGAC representative to several international security working groups, in particular the European Civil Aviation Conference (ECAC) Guidance Material Task Force (GMTF) and the International Civil Aviation Organization (ICAO) Working Group on Guidance Material (WGGM).
As an aviation security inspector, she is also responsible for updating the documentation and tools used by national security inspectors and auditors.
Previously, Océane served for two years as manager of Air France oversight in the DSAC SUR department. She supervised and coordinated monitoring of the air carrier, and approved Air France’s security training and security programme.
Prior to her role in the DSAC SUR department, Océane served in the Security Strategy and Regulation Unit (SRD1) of the Air Transport Directorate (DTA). She was responsible for preparing the European Commission’s inspection of the French Appropriate Authority, following-up on aviation security meetings on legislative amendments, and drafting French working papers/information papers on aviation security policy for the ICAO Assembly.
Océane has a master in political science degree in international relations from the Sciences Po Lyon Institute (Lyon, France) and a master in political science degree in security, peace, and conflicts from IEE-ULB (Institute for European Studies of ULB University in Brussels, Belgium). She also completed security training at ENAC (French National School of Civil Aviation) on radioscopic image analysis, security equipment and mail and cargo security regulation.

Biography
Levan Karanadze was appointed as counsellor to the first vice prime minister of Georgia (minister of economy) and chairman of the Supervisory Council of SAKAERONAVIGATSIA ltd (Georgian ANSP) in October 2022. In his previous roles, he held various managerial positions in the Georgian CAA including as director from December 2018 to October 2022.
Before joining the aviation authority, Levan worked as an en-route air traffic controller for several years in SAKAERONAVIGATSIA and still keeps his ATCO licence valid.
Levan holds bachelor’s and master’s degrees from the Georgian Aviation University. As an associate professor, Levan has been an air law lecturer for pilot students at the Georgian Aviation University.
Levan served as vice-president of the 40th ICAO Assembly in 2019. He was also president of EUROCONTROL’s Permanent Commission in 2023 and vice-president of the Provisional Council from 2020-2023. He is chair of the ICAO European Region Aviation System Planning Group (EASPG).

Biography
Born in Madrid in 1971, David Benito Astudillo holds a degree in aeronautical engineering and is a career civil servant. After serving in various positions since 2010 at the Spanish Aviation Safety and Security Agency (AESA) and the Directorate General of Civil Aviation, in 2022 he was appointed as the director general of civil aviation and president of AESA.
