Biography
Prior to serving as FAA’s acting Administrator, Billy Nolen headed up the FAA’s Office of Aviation Safety, where he led 7400 employees located in Washington headquarters, regional and directorate offices, and 125 field offices throughout the world.
Billy has 34 years of experience in operations and corporate safety, regulatory affairs and flight operations. He served in the United States Army as an airplane and helicopter pilot and safety officer. And as a commercial pilot, he flew the 767, 757, and MD-80 aircraft with American Airlines.
Billy has held numerous executive positions in the airline industry, including at Qantas Group, WestJet, and Airlines for America.He is a graduate of Embry-Riddle Aeronautical University, where he earned a Bachelor of Science degree in Aviation Management. He has certificates in aviation safety from the US Naval Postgraduate School, the US Army Safety Center, and the University of Southern California.

Steven Truxal is Full Professor of Air and Space Law and Director of the International Institute of Air and Space Law at Leiden University. His research focuses on economic and environmental regulation of air transport. Steven worked previously for University of London, Humboldt University of Berlin and Deutsche Lufthansa AG.

With 15 years of industry experience, Andrew leads a team which provides thought leadership, strategic insights and actionable advice on the global economic, regulatory and policy landscape, as well as the key issues and developments facing the air transport industry. These insights inform IATA’s member airlines and other stakeholders, including governments and regulators.

Dr Máté Lőwinger is the Director General of Civil Aviation of Hungary as of February 2023 and the Head of the Hungarian Civil Aviation Authority since 2021. Prior to this, he worked at the CAA as an internal compliance specialist and became the compliance manager in 2017. After 2019, he was head of multiple domains at the CAA: safety, security, compliance, and aviation crisis coordination. Dr Lőwinger holds a degree in law from Pázmány Péter Catholic University.
