Montreal, 23-25 April 2025 — Experts from 11 ECAC Member States, the European Commission and the ECAC Secretariat joined members and observers of the ICAO Air Transport Regulation Panel in Montreal for its 18th Session.
The Panel reviewed progress made since its April 2024 session, including key areas covered in the ECAC work programme and reflected within ECAC’s priorities on economic matters. These included updates to the ICAO Template Air Services Agreement – offering States more flexible options to liberalise air services – and an initial analysis of survey responses from 100 States on barriers to market access.
Recommendations were agreed for the Air Transport Committee ahead of the next ICAO Air Transport Conference (ATCONF/7), which is likely to be scheduled in 2026. The Panel also decided to send draft guidance on Article 15 to the ICAO Legal Bureau for review.
