Videoconference, 8-9 April 2025 — The 64th meeting of the Guidance Material Task Force reviewed progress on the revision of several aviation security guidance documents. Five updated ECAC Doc 30 Part II Annexes and Aviation Security Handbook documents are set to be finalised by the end of May 2025.
• Guidance material on security controls for cargo and mail;
• Guidance material for the development of a regulated agent security programme;
• Guidance on the identification of high-risk cargo;
• Guidance material on automated systems for the identification of hold baggage; and
• Guidance material on the management of ATM security.
In addition to reviewing updates, the task force explored ways to enhance the coherence and relevance of existing guidance material, best practices, and policy papers included in Doc 30 Part II Annexes and the Aviation Security Handbook. Particular attention was paid to the potential for consolidating documents and identifying areas where new guidance or best practices may be needed. The meeting also highlighted several documents that could be merged and revised in 2026.
